Saying it will bring together and expand upon years of advances in county departments guided by social justice principles, Contra Costa County supervisors on Tuesday unanimously approved forming the Office of Racial Equity and Social Justice.
This office, which will come under the County Administrator’s office, will be crafted over the next six months through a community planning process that will heavily involve the county’s communities of color.
The office’s main tasks will be to better coordinate, strengthen and expand the county’s existing work on equity and inclusion, and to partner with community organizations and leaders, cities and school districts to turn that work into action where it matters most — in guiding county government policy and funding decisions that support such policy.
Policies would include addressing structural and institutional racism and systemic violence against Black residents of Contra Costa, and improve health coverage for all communities of color.
“We want to put things into place, but we need movement, we need results,” said Supervisor Federal Glover.
In a related move, the board on Tuesday unanimously approved a resolution declaring racism a public health crisis in Contra Costa County.
County Health Director Anna Roth said racism is a “daily disaster” that affects health and wellness in communities of color. “The data is undeniable,” she said.

Calling racism a “public health crisis” does a disservice to actual public health crises, and will cause the public to not take seriously legitimate public health crises. COVID-19 is a public health crisis. The water in Flint, Michigan is a public health crisis. A salmonella outbreak is a public health crisis.

They’ve lost credibility with me many months ago…

I’ve spent decades dragging my kids, and Cub Scout dens, to California Coastal Clean Up events, advocating and voting for clean water policies, and savoring the slow return of some semblance of aquatic health to our estuaries. Director Roth is appointed by the five Contra Costa Board of Supervisors so it is them who can remove her. She can’t be recalled because she’s not elected.

I look at the cost factor – are we creating an agency with more executives,staff with fluffy salaries, pensions, and staff to wallow in Measure V dough? Volunteer committees with the best minds in the city are my idea. A very robust financial oversight committee watching where every penny goes is a must in my administration. Where are getting the money? Is there any way we can get corporate money in here?
Why do blacks disproportionately commit violent crimes such as murder and rape? Why do they disproportionately victimize the elderly of other races? Racism is a problem, its largest effect is black criminals choosing to victimize innocent members of other races preferentially. Look at how Chinese people get mugged all the time in SF and Oakland.
