Gov. Gavin Newsom on Friday signed a $6.6 billion legislative package intended to support the statewide reopening of grades K-6 by the end of the month and grades 7-12 in early April.
The package includes $2 billion in grants to support safety measures for students and educators returning to in-person classes, including personal protection equipment, improvements to classroom ventilation and regular coronavirus testing.
The remaining $4.6 billion will fund voluntary learning expansions, including extending the school year into the summer, tutoring to make up for learning lost amid the pandemic and mental health services for students.
“We all recognize how stubborn and challenging this process has been over the last 60-plus days,” Newsom said during a virtual signing ceremony for the legislative package.
The reopening plan comes after months of negotiation between officials in the Newsom administration, state legislators and teachers’ unions over details like required vaccinations and a reopening timeline that all sides agree is safe.
While the package does not require the vaccination of educators before in-person classes resume, state officials have argued they’ve taken steps to ensure there are vaccine doses available to educators who want them.
On Monday, the state began reserving 10 percent of the weekly vaccine shipments sent to local health departments and multi-county health care entities for K-12 educators and child care workers.
The deal stops short of mandating that all grades return to in-person classes across the state, instead using state funding as an incentive.
The deal requires in-person instruction at public schools to resume for K-2 students and all “high-needs” students in grades K-12 — including English language learners, students in the foster care system and unhoused students — by the end of the month.
Non-complying schools would lose 1 percent of their funding per day if they are not open by then.
Once a county is in the red tier of the state’s pandemic reopening system, schools would risk the same penalty if they do not offer in-person instruction to all elementary grade students and students in at least one middle or high school grade level.
Did the private schools that opened up revamp their ventilation systems ?

Does ANYONE see how ironic this is.. The teachers are and have been getting paid throughout this pandemic. No offense to any teachers here total respect and understand and agree u need safe conditions.
But if they are ALREADY getting a paycheck then WTH is throwing 6 bil more. Their budget money is already in place for them to teach. Vaccinate them and let them go back the classrooms.

Schools were open before. Now they want to re-open them. Why does it take $6.6 billion? Can’t they just open the doors and turn on the lights?
Not only that but it isn’t as though education funding was cut during the past year, no it’s been increased at every available turn. So aside from Teacher pay, where’s all the money they didn’t “need”, like to pay electric bills and support staff and supplies (those we still pay for) and whatever else wasn’t necessary while schools and sports, clubs, etc were all closed for a year? Is it helping to pay the private school bills for union officials and politicians kids? Maybe funding a useless railroad?
Not that you’ll be around to answer for it but, how do you plan to pay for your folly, Governor? You’ve already driven thousands of taxpayers away.

I do not remember seeing any post here from any teachers that have stated they haven’t been getting paid for the last year for the so called “Distant Learning”. This is a clear and simple union bribe with our $$$$$.

Good god. This is horrifying. So any one know long it will take revamp ventilation at all the schools? They will not be going back to school any time soon. I sent my kids to private schools as my local school are not good. Hundreds of thousands of dollars over 15 years, but I never complained that I was paying taxes for public school. The best we can do is have an educated population. My kids are out of school now … but now I’m pissed. MDUSD is a joke. The unions are out of control. Good luck when all the hard working tax payers leave this mismanaged state. It’s coming.
If it takes MDUSD longer to revamp the ventilation than it takes them to replace lightbulbs in El Dorado Middle School library, the kids will never go back. One corner of the library was dark for the three years my child went there. Supposedly, only one person in the district can change fluorescent tubes because of the mercury content, but they had put a work order in. That is what I was told by the office staff. Who knows how long the bulbs were out before then. Recall Newscum and the MDUSD board. When MDEAs contracts are up replace them with teachers that want to teach. Get rid of Dems that have already done more damage in a couple of months than they accused Trump of.
MDUSD is not education anyone properly. They are a joke. We got into private and will never looks back. I was already spending so much money on private tutors to make up for everything they were NOT even teaching. Additional, the salaries practically go up 50-100 percent at the highschool levels. These people are raking in the dough and laughing about the horrible education the nation’s youth are getting.
No teacher would experience more exposure than your average grocery store clerk, in fact, far far less exposure. Yet they get paid huge sums to sit at home in complete comfort, and still want to be treated like heroes.

Distance Learning is failing the students with parents who ignore their needs, tell them to make due, babysit younger siblings, do chores during the day because they are just ‘on the computer’, and don’t insist that they engage in their classes. Every opportunity is given for engagement and learning. Yeah, I teach high school. I’m no hero. I just go to work everyday from 7am to 5:30 developing strategies and curriculum that with encourage my student to engage, explore, and learn. Sometime it works and sometimes it doesn’t. But, everyday I give it my best and wonder if my best is good enough,
