It can’t. Just like the Navy housing in Concord off E Oliver’s Rd, it can never be occupied or land used for anything ever again.

The former Coast Guard housing property on East Olivera Road has already been sold to developers out of Las Vegas. The delay in developing the property is because they have not yet submitted a development plan. They’ve only said they want to rent out the existing housing until the former CNWS and BART properties are developed so they can take advantage of the road network that’ll tie the three properties together.

That housing is only good enough to live in for members of the military and their families. It’s not up to code so it can’t be rented out to the public.

Eddie is a Las Vegas developer that is known for having purchased hundreds of foreclosed homes in the Las Vegas area.
.
George and his siblings Joe, Gavin, Phil, and Adrienne own the Vegas Golden Knights and other businesses in a variety of sectors, and formally owned the Sacramento Kings, Sacramento Monarchs, Palms Casino Resort and Fiesta Rancho Hotel and Casino. They seem to be involved in many of the same sectors as the Trump family’s Trump Organization. One of the brothers was involved in politics in the past.

Well, the project has been on the table for 15 + years?
Since we live nearby, I thought it would be done already.
Guessing another 15 years they might be breaking ground, but that’s a big maybe.

Several months ago City of Concord staff issued a report where they took it upon themselves to put in a “land acknowledgement” recognizing the Bay Miwok and Chupan.

At a Concord City Council meeting where that report was discussed, Concord City Councilmember Carlyn Obringer praised the “land acknowledgement” that city staff put in the report and proposed there be a “land acknowledgement” at the beginning of every council meeting “acknowledging the rightful owners of the land.”

They can’t rent out the existing housing…why don’t you do your own research and find out why they can’t and why they haven’t. The developers out of Las Vegas or a bunch of dumb schmucks and everybody knows it they ain’t never going to do anything they’re just using it as a tax write-off.

As a Nevada resident I can tell you that the Vegas developers are not dumb but they are bad news. Like every “big business” group in Vegas they have questionable associations and business practices. Whoever sold the land to them made a deal with the devils #1 son. They will also grease whatever palms the need to in order to to what they want.

The process is indicative of California’s epicly massive red tape and bureaucracy. It should have been redeveloped under master plan, rezoned to that plan, and sold off to private interests with certain areas reserved for public facilities like parks, trails, and affordable housing to which purchase and development fees serve as the capital funding. Provide developers with tax and development incentives like density, increased building height, and less required parking (within reason).

Basic infrastructure like roads, water, sewer, electricity, and drainage should be bond-funded under a community facilities district (like Mello-Roos). Hook-up and impact fees to supplement the CFD.

DO SOMETHING OR GET OUT OF THE WAY.

I don’t need to do any research on why the former Coast Guard housing property can’t be rented out because I already know, but there’s been concil meetings with the developers where they’ve expressed their desire to rent out the properties and have plans to do develop the property in the future. Unfortunately, this property can and will be developed in the future.
