A homeless man was arrested after being found loitering behind a business in the Clayton Station shopping center. The man had a fake gun, drugs and stolen pills. His name was not released.

Methamphetamine is my guess. Crack Cocaine has never been very popular in CA. Meth is cheaper to manufacture and last longer.
Possession of an imitation firearm in and of itself is not a violation of the law. Brandishing it in a rude or threatening manner or using it in furtherance of another crime which would lead a reasonable and prudent person to believe it was a real firearm would be.
