Fire crews are responding to a fire at the Benicia Valero Refinery on Monday morning. The Contra Costa Health department said it was sending a HazMat team to nearby Martinez to monitor for impacts. The Benicia Fire Department sent an advisory shortly after 9 a.m. that residents should close doors and windows if they can smell or see smoke in their area.
