Contra Costa Health has secured nearly $98 million in state funding to build three new mental health and recovery facilities in Oakley, Pittsburg, and Pleasant Hill. The money comes from California’s Behavioral Health Continuum Infrastructure Program, funded by Proposition 1, a bond measure approved by voters in March 2024.
The funding will support three major projects: the Delta Recovery Center in Oakley, which will include a 16-bed adult residential treatment facility and a 16-bed mental health rehabilitation center; the Los Medanos Recovery Center in Pittsburg, featuring a sobering center, crisis triage services, and outpatient behavioral health programs; and the Sherman Recovery Center in Pleasant Hill, a 16-bed residential and transitional care facility for adults.
The county owns the land for all three sites. Statewide, Proposition 1 is expected to add over 5,000 residential beds and expand outpatient treatment capacity by more than 21,000.

$98,000,000 for 48 beds on land that the state already owns. We need to be shown a breakdown of expenses.
