Actually, in theory I agree with your sentiment, but when that business is receiving Billions of dollars from the government, the government should have a say/influence especially when they are grants for specific activities.
In addition, the government should have the right to validate/investigate anyone on a visa. If Harvard is not willing to turn over the required information on the international students then the funding goes away and Harvard’s ability to host international students should go away. Unfortunately that also means that any international students there will either need to find a new school that will follow government requests or go back to their home country.

1) The age of dependency is only related to SNAP benefits.
2) the reduction has to do with exemptions and hours worked by the adults in the household. Currently if the house has children 17 and under, the adults do not have to work a lot of hours to qualify. The new law reduces that to 7.
I personally think 7 is a bit low, but many preteens and teens do not need mommy and/or daddy around as they are old enough to be on their own. So the government is saying the same thing to those adults – get out there and work.
3). The first 3 months on SNAP does not change, it is only at month 4 and beyond.
