A long-vacant lot at 4390 Clayton Road (formerly Chase Bank at Clayton & Bel Air, across the street from El Pollo Loco) could soon be transformed into a new retail hub, as city officials review a proposal to construct a multi-tenant retail building and a drive-through restaurant on the 0.6-acre site. The project, which includes a 1,750-square-foot retail building and a 2,000-square-foot drive-through restaurant, expected to be occupied by Qdoba Mexican Eats, is being considered under the city’s Neighborhood Commercial zoning designation. The development aims to bring additional dining and shopping options to the area, pending final approval from the Planning Commission. The Design Review Board (DRB) initially reviewed the proposal in March and provided feedback related to security, design enhancements, and landscaping improvements. The applicant returned in late April with revised plans addressing those concerns, including the addition of security gates between the buildings, bollards to protect the trash enclosure, and detailed color schemes and materials for both structures. Architectural design refinements were also presented, with options including decorative metal panels, wood paneling, and even a potential painted mural for the highly visible sides of the retail building. If the mural option is selected, it would trigger a separate design review under the city’s public art guidelines. Landscaping changes were proposed to shield vehicle headlights from the adjacent street, including the planting of dense evergreen shrubs. The revised color palettes reflect both Qdoba’s corporate branding and a neutral scheme for the future retail tenants. Final details of the project, including signage and tenant-specific features, may return for review once all occupants are confirmed. The Design Review Board is expected to recommend the project for approval, with the final decision resting with the Concord Planning Commission.
