It’s probably an insurance company surveying roof tops and over hanging trees. They did that to my Mom and tried to cancel her insurance because of a helicopter survey.
They use drones for that.
N1174U operated by Guardian Helecopters Inc out of Ventura County. They have an LADD registration so they can’t be tracked using FlightAware etc. Guardian’s website says they charter helicopters for ““Utility, Construction, Surveys, Patrols, Personnel Transport, Firefighting” … which covers a lot!
