Five Bay Area men were indicted for allegedly conspiring to rob a Portland, Oregon business, the US Department of Justice said Tuesday. Cankun He, 31, Hailong Ma, 30, Robert Maynard, 41, Yuxiang Wei, 25, and Jordan Cantie, 48, allegedly conspired to steal iPhones being shipping by the Portland company, prosecutors said. Ma and Wei were arrested on Friday and He was arrested Monday. According to court documents, the five planned on robbing the reshipping business that dealt in Apple iPhones. The robbery was allegedly planned by He, Ma and Wei and was to be carried out by Maynard and Cantie. Ma, Wei and Maynard allegedly traveled from the Bay Area to Portland with jackets marked “FBI,” bulletproof vests, zip ties and other supplies, prosecutors said.

On April 14, while Ma and Wei waited nearby, Maynard and Cantie allegedly drove into the victim business’s parking lot using blue and red flashing lights similar to police vehicle lights. Cantie allegedly brandished a gun and, along with Maynard, forced employees into the building, zip-tied them, and issued verbal threats. Prosecutors allege the two men then stole approximately 200 Apple iPhones and five cameras before driving away. They later drove back to California and, along the way, met with He and others to deliver the stolen iPhones, the indictment alleges. On or about May 19, 2025, Ma, Wei, Maynard, and others again allegedly conspired to rob another reshipping business in Hillsboro, Oregon. Maynard and four unindicted co-conspirators were arrested that day, prosecutors said. He, Ma, Maynard, and Wei have remained in federal custody since their arrests, but Cantie remains at large. If convicted of robbery affecting interstate commerce, each defendant faces a maximum sentence of 20 years in federal prison and a fine of $250,000 or twice the gross gain, according to the DOJ.
