The following is from the Pleasant Hill Police Department:
Yesterday evening one of our Team 3 officers took a report of a stolen Toyota pickup from Camelback Rd. Using license plate reader technology, the investigating officer located the vehicle parked in the Pep Boys parking lot just a little over three hours later. Pacheco transient troublemaker, and prolific car thief, Zachary Foust (age 31) was arrested. He was booked into county jail.

That averages about 3 arrests per year for 10 years and the dirtball is still walking the streets? Seems the police are doing their job and the courts are failing.

Wouldn’t it be great if we could treat car thieves like we treated horse thieves in the 1800s?
It wouldn’t stop car thefts, but it would cull the herd of ne’er-do-wells a litle.
That’s just sick, and it’s called being quartered!!! I think you should look Into your suggestions a little more before you post because I would never wish such a horrible death on anyone. If you would be okay with something like that you need help….
All the cars he stole were valued at under $999.misdemeanor ? No? How many felonies have they allowed him…? Or, how much slush-fund money have the courts made off of his bail/bonds?
No slush fund money has ever been given to the courts for him he’s never been bailed out that I know of… And a few of those cars were sold to him under the pretenses that he legally bought them he paid money for them, just to find out later that they were stolen without his knowledge. Which is receiving stolen property! I believe he should have checked I to the few cars he did purchase but he was just excited about buying them that he was actually going to be able to get out of rock bottom that he did not check In to them.

I know this Prolific Car Thief and even tho I do not condone his actions what so ever I still believe he can change, I know him very well he is a kind hearted and caring person, who is just lost in this world. He is homeless and has no idea what to do with his life. Knowing him as well as I do and for as many years that I have, I believe he will find his way in life with some help he needs emotional counseling to get his mind straight. He has been using drugs to cope with his feelings, which is no way to cope with anything. But it’s the easiest way to cope for a lot of people because unfortunately, there is no other cheap way to get help for them. People bad mouthing him and saying he needs to be quartered isn’t going to help anybody. That’s just foul in my mind, and yes I know he has stolen cars in the past and continued to do stupid things, which I do believe he needs to be punished for because he did the crime but, did anyone think about why he did what he did. everything in this guys life has been hard. He’s never had a helping hand, or help being pushed in the right direction. He’s not a bad person, he has made some bad choices, people should stop and look at the world around them, because he’s not the only one out their that needs to change or that needs help being pushed in the right direction. Pointing him out and talking badly about him isn’t going to make a difference the only thing it’s going to do is make his already hard life even harder! I wish there were still good people on this earth who would be willing to step up and actually help other people and be kind enough to see that some people still need help. People like that are rare on earth now a days I guess.

You’re the one who claims to know this car theif “very well,” so why don’t you give him a place to live with you, and why don’t you step up and help this car thief with the help he needs? Why are you not a good person on this earth who would be willing to step up and actually help this person and be kind enough to fund the help that this person needs?
