…so the 64 yr old transient arrested 2x in the same day for the same thing … he’s being held in jail till court date – right? The guy doesn’t deserve to be walking the streets – he’s a danger to society, clearly has mental issues

Most misdemeanor arrests (other than domestic violence/ drunk in public/ DUI) that go to county jail get cite released from county jail within about 1-3 hours. They are then provided a bus/ BART ticket back to the bart station closest to the city they were arrested in. Welcome to Contra Costa County
Sometimes misdemeanor cases are closed with declined to
prosecute. Criminal has to escalate there level of violence to
finally catch a felony case for the system to take notice.
