Concord City Council To Receive Update On Housing Overlay Targeting High-Resource Neighborhoods

The Concord City Council is scheduled to receive an update Tuesday on the city’s Affirmatively Furthering Fair Housing (AFFH) Overlay District, an ongoing planning effort aimed at expanding housing opportunities in higher-resource neighborhoods.

City staff will present the current status of the AFFH Overlay District, outline next steps in the process, and discuss site selection considerations. The overlay district is part of a state-mandated, inclusive public planning initiative that identifies potential locations where multi-family housing could be allowed.

The update will be presented during the City Council meeting at 6:30 p.m. on Tuesday, January 27, 2026, at the City Council Chambers, 1950 Parkside Drive.

Seating at the meeting is limited. Residents are encouraged to watch the meeting online at www.cityofconcord.org/TV
or on Concord TV (Comcast Channel 28, Astound Channels 29 and 1026, and U-verse Channel 99). Public comment will not be accepted through remote viewing.

So screw the people that pay for the sanity of those areas right, let’s just force section 8 residents on everyone so that the value of the property goes down, people leave and some big realty then comes in and swoops up the land at a fraction of what the price should be…this county and state blows!

The Concord City Council has previously said they’re only going to rezone the properties where the owners have asked for the additional zoning. The high-density rezoning doesn’t necessarily mean Section 8 housing will be constructed or that any high-density housing will be built.

So why would an owner “ask for the additional zoning”? Answer: to raise the value of their parcel to a developer. “Doesn’t necessarily mean Section 8 housing will be constructed” is the same tired excuse. Everyone knows EVERY new project has some sort of low income component to it. Saying otherwise is dishonest. “Or that any high-density housing will be built” is the second part of the same lie. Why re-zone then? And will we ever see high density zoning revert back? Never.

The point is the esteemed politicians in California have zero interest in RAISING neighborhoods up to a higher standard. They only seek to lower them. Welcome to the Socialism 101 spiral

So why then,

Section 8 housing mentioned by “bddp” is different from affordable housing, which is what you’re most likely to see in any new construction.

Rezoning is being done because the State of California is requiring changes. If you look at the parcels of land that many central Contra Costa County cities have chosen to rezone then you’d see that they’ve rezoned many properties which are highly unlikely to be developed.

The State of California is attempting to engage in social engineering in order to make all areas of a city of equal income.

So you have just proven my point call the housing whatever you like the purpose is to drive out specific people. A rose is a rose by any other name and so is section 8 housing!

If you want to believe earning $80,000.00 a year and qualifying for “affordable housing” is the same as Section 8 is, then have at it.

So you believe only north and west Concord should have to keep adding additional housing? Most of the residents in north and west Concord don’t want additional housing any more than the residents of south and east Concord do.

What an Absolute JOKE this City Council is!!! Why can’t I live at the Presidio, Blackhawk or Ruby Hills…..I FEEL DISCRIMINATED AGAINST!!!!!

The Concord City Council is doing this because the State of California is mandating it. However, the Concord City Council hasn’t pushed back against these state mandates. Only the Huntington Beach City Council has had the courage to push back against the state mandates, but they haven’t yet been successful.

If the city doesn’t do it, then the state will come in and do it, and the rezoning would be much more broad under state control.

The Concord City Council is so corrupt. They support big corporations and leave out concord residents for their interests. This week I am going to expose them and show proof that they care about big corporations which one case is whole council knowing hazards of apartment and they suppose cite for violations. They refuse until the law made them to do so and clearly shows their lack of concord residents health, wellbeing and safety. I have evidence to backup my claims. We need to be like Nick Shirley and do it ourselves and expose Concord council and their conflicts of interests.

Seating is limited because the good residents of Concord know the City Council does not represent the people.
People are encouraged to watch from home so the City Council won’t get hurt when they’re cannot be pelted with questions concerning their lack of character values.

Why don’t they put this high density housing out on the naval weapon station property where they can build bigger parking lots and wider streets. The state of California doesn’t follow what the federal government wants so why should the city follow what California wants?

Not only that but they could care less what you and I think. I don’t know about yourself but I have been paying taxation in this state and county specifically for more than 40 years. This is unacceptable!

Just Saying,

The former CNWS property doesn’t qualify at this time under state law. Even when it could likely be considered sometime in the 2030’s it likely wouldn’t qualify under state law as North Concord isn’t a “high resource area,” meaning the incomes in the areas that surround the former CNWS property is to low.

The vast majority of residents in North Concord don’t want high-density housing anymore than you do. Why would you find it acceptable to push off what you don’t want into someone else’s neighborhood?

There wouldn’t be bigger parking lots and roads on the former CNWS property because the State of California keeps reducing the number of parking spaces that developers are required to provide. It’s all a part of California’s “War on Cars,” where the state is purposely not expanding roadways and parking in order to make travelers so miserable that they will give up their cars for walking, biking, and public transportation.

If the city doesn’t rezone then the state will come in and rezone for them, and it would most assuredly be much worse than what the Concord City Council is considering for rezoning.
