Iran violated that agreement just like all the others by enriching uranium up to weapons grade levels, way past the potency needed for simple nuclear power plant usage.
The USA negotiators offered to not only supply Iran with the nuclear fuel to operate power plants, but to give it to them for free in perpetuity if only they would stop their enrichment program…. Iran refused.
