Parole Granted To Gunman In 1988 Concord Workplace Massacre That Killed Two, Injured Five

A man responsible for a deadly workplace shooting in Concord in June of 1988 that left two young people dead and five others wounded has been granted parole, though he remains behind bars as the decision undergoes further review.

Sebron Flenaugh Jr., now 83, is currently incarcerated at the Substance Abuse Treatment Facility and State Prison, Corcoran. He was convicted in connection with a mass shooting at the Micropure Water Treatment Equipment facility in the 4000 block of Pike Lane, near Arnold Industrial Way, in Concord. Authorities said Flenaugh opened fire at his workplace, killing two victims and injuring five others in what witnesses described as a sudden and violent attack. Several people told investigators that Flenaugh had been complaining about his job during the shooting.

The victims were identified as 17-year-old Martinez resident Jennifer Hollis and 19-year-old Concord resident Jim Disney. Friends described both as young people full of potential, just beginning their lives and eager for the future.

Flenaugh fled the scene but was captured hours later at his home in Oakland. He was later sentenced to life in prison with the possibility of parole.

After decades behind bars, Flenaugh was granted parole on August 21, 2025, following a prior denial in 2015. However, the decision has since faced additional scrutiny.

In December 2025, the Governor referred the parole grant to the full Board of Parole Hearings for review. The board subsequently ordered a rescission hearing to determine whether the parole decision should be reversed.

That hearing is scheduled for April 16, 2026.

Until the process is complete, Flenaugh remains in custody, and his potential release is not yet finalized.

Well….. he only actually killed two people, the rest were only wounded.

He deserved capital pinishment, his victim’s had no choice he made that for them. I don’t care about his upbringing or personal issues. We all have choices to make everyday most of us don’t slaughter innocents because we are disgruntled…he should rot in jail intil he draws his last breath!

So he has been incarcerated since 1988 but needs treatment for substance abuse? Appears he has not been a model prisoner and parole should be denied.

When it comes to murder, it should be life in prison without the possibility of parole or the death penalty.

The victims would be 57 and 59 years old today. Does Newsom and his sycophantic, French Laundry dining (never forget) parole board members shed any (literal) crocodile tears for them? We all know the answer.

If we put all the parole wannabes on the bullet train to LA, the problem would be solved, and Newsom and crew could claim victory!

That this man may get out of prison on parole is beyond me. Governor Newsom needs to override any decision by the board to parole.

So is redemption possible? After nearly 40 years is prison, is it possible that a man can turn his life around and be considered to have paid for his crimes?

Wasn’t that the point in books like, Crime and Punishment, written in 1860 Russia.

Why would anyone submit to the justice system, if there was no way to atone?

He should have had a visit to the gallows or sparky a long time ago, the survivng family members have to look at his monstrous face and his victim’s are dead. I don’t care what ailments he now suffers from let him rot, twitch and convulse I don’t care but society should not have to suffer a monster like him!

You are 100% right Paul let’s set him free from the burden of his situation! Let’s put him exactly where he belongs in the ground and give his victim’s and their families the peace that THEY deserve. As for your tone deaf claim “cuz I don’t think he gonna hurt anybody” try telling that to the surviving family memebers. Obviously you have never suffered something this horrific in your sheltered myopic life…

I was one of the victims, I was shot in the back. I was 25 at the time and single mom of 3. This has impacted me all these years. To say “He’s done his time, he’s old, just let him out. ” is maddening! I am imprisoned with PTSD the rest of my life!

My father was one of the survivor’s also Robert Webster who unfortunately is no longer with us unfortunately because of his stomach wound he suffered from issues all of h8s life until hos passing due to this shooting , I rember this like it was yesterday even though I was only 9 years old at the time glad to meet you Jane sorry 8ts under these circumstances

Wasn’t an 85 year old recently charged with murder? It was featured in Claycord about a week ago. Do you feel lucky…?

My father was one of the survivor’s from the incident and this is definitely a slap in the face from our judges, I personally do not wish to ever run into this monster but thanks to the system it’s a possibility
