The Concord City Council is expected to consider a nearly $1.5 million agreement aimed at expanding homeless outreach and behavioral health response services within the city.
The proposed agreement with Contra Costa County Health Services would fund a three-member Coordinated Outreach Referral and Engagement (CORE) team dedicated full-time to Concord for three years. The contract totals $1,491,842, including approximately $473,000 in the first year and increasing annually through fiscal year 2028-29. According to the agenda report, the CORE team would provide outreach, engagement, and referral services for individuals experiencing homelessness, behavioral health crises, and related challenges throughout the community.
Funding for the program would come from a combination of Measure V funds, Permanent Local Housing Allocation funding, and opioid settlement funds. The item comes as cities across Contra Costa County continue facing pressure to address homelessness, mental health concerns, and public safety complaints tied to encampments and individuals in crisis. The CORE model has increasingly been used throughout the county as an alternative or supplement to traditional law enforcement response, connecting people with shelter, medical care, mental health services, and long-term support resources.
More fraud, we already have police and others that can very easily break up these filthy disgusting encampments get help to those that want it, arrest the criminals that reside in these encampments and deport any illegals hiding in them as well. It can be done with the resources at hand just elect someone in who isn’t an abject corrupt pile of excrement.
Why is this expected to work? It’s more than likely a waste of more money being shoveled at our homeless problem. This will definitely be approved by the Concord City Council!!!

A quicker and cheaper way to fix Concord’s homeless problem is to take away the financial incentive of being homeless. Spend half of the proposed $1.5 mil on one way bus tickets to a different blue state. Spend the rest on the police.
You will always get more of any behavior that you reward.
Just more corruption and outright theft of taxpayers’ dollars.
Nothing will come of the allegedly spent money.
There will be fancy publicity showing results, but it won’t be the truth.
