The Concord City Council, sitting as the Local Reuse Authority, is scheduled Tuesday to consider a series of major agreements tied to the long-planned redevelopment of the former Concord Naval Weapons Station.
Among the items before the council are acceptance of a term sheet with the U.S. Navy for Economic Development Conveyance property, revisions to the agreement with developer BCUS Acquisitions LLC (Brookfield), and amendments to the existing Exclusive Negotiating Agreement with Brookfield.
The action represents another significant step in the decades-long effort to transform the former military installation into a large-scale mixed-use development featuring housing, commercial space, parks, and infrastructure improvements.
In a separate but related agenda item, the Local Reuse Authority is also being asked to approve 13 professional and legal services agreements totaling up to $3.73 million connected to redevelopment work at the former base through March 2027. The report states the costs would be funded through reimbursement agreement deposits made by Brookfield.
The Concord Naval Weapons Station, once one of the largest military bases in the Bay Area, closed in phases beginning in the 1990s. Redevelopment discussions have continued for years and have included negotiations involving land transfer terms, infrastructure planning, environmental cleanup, affordable housing requirements, and economic development goals.
Tuesday’s meeting could help shape the next phase of the project as the city continues negotiations with both the Navy and Brookfield regarding the future of the property.

No, but this is what the Concord City Council and City of Concord employees want. If this was on the ballot it would be voted down by Concord voters. The City of Concord and the Concord City Council believes that the City of Concord will bring more money in in sales tax and property tax revenue than they’ll expend in services for the residents of the City of New Concord. The majority of Concord residents don’t want this, IT’S BEING FORCED ON US!!!
$3.73 million for 13 individuals is $286K per employee. How can we get in on that?
Doubt we will see any movement / construction done on this within the next 10 years.
The land is heavily contaminated. On top of that, nobody that lives in the city got the opportunity to vote on the issue. This is big, so at least have the people of concord vote on it.
