Pleasant Hill Police Officers conducted another successful theft suppression operation at the Crossroads Shopping Center on Wednesday evening. Working closely with loss prevention personnel from several major retailers throughout the shopping center, officers arrested multiple individuals and prevented several additional thefts from occurring. As a result of the operation, Lloyd Canamore, 18, of Oakland; a 17-year-old juvenile from Oakland; Annemarie Melena, 30, of Concord; and Joshua Almond, 43, of Concord were arrested on various theft and narcotics-related charges. With the busy summer shopping season underway, residents can expect to see additional theft suppression operations conducted throughout the coming weeks.

Concord absolutely does, but the Concord City Council would only appoint people who cover-up things, not expose things.
Knowing our California law these criminals will be let go with a slap on the wrist.
What I would love to see is these criminals spend 30 days in jail 160 hours of community service and pay restitution for the items potentially stolen.
We as a state need to teach these teens and adults a lesson that thief is not allowed and actually face a punishment.
Let the plea bargaining and charge dropping commence.
