A proposal to expand the Unity Council’s Concord Head Start program and construct a new 14,350-square-foot childcare campus will go before the Concord Planning Commission on June 17.
The project at 1187 Meadow Lane would formalize and expand an existing childcare operation serving up to 146 children. Plans call for four buildings containing 13 classrooms, a commercial kitchen, administrative offices, meeting rooms, playgrounds and shared parking with neighboring Refuge Church. The facility would operate Monday through Friday from 8 a.m. to 5 p.m.
City planning staff is recommending approval of most aspects of the project, but is advising the Planning Commission to deny a requested variance that would allow one of the buildings to be located closer to neighboring homes than city zoning regulations normally permit. Staff concluded the applicant has feasible alternatives that would allow the project to meet the required setback standards.
According to the staff report, the Head Start program was originally approved by the city in 2014 for up to 41 children. Over the years, approvals from state and county agencies increased enrollment to the current 146 children, but the city’s use permit was never amended to reflect those changes. The current application would bring the city approval into alignment with existing operations while allowing construction of a permanent campus.
The project would also result in the removal of 19 existing trees. Only one protected tree requires official approval for removal, while another protected tree would be preserved. As mitigation, the applicant proposes planting 30 new trees throughout the campus and parking lot.
Traffic, parking and child drop-off congestion have been among the concerns raised by nearby residents during the review process. In response, the project was redesigned to include a one-way parking lot circulation pattern, a dedicated pedestrian walkway through the parking lot and an expanded drop-off and pick-up area intended to improve safety and traffic flow.
The Concord Planning Commission is scheduled to consider the proposal at its June 17 meeting.
Nope we don’t need more low income provisioning. If you can’t afford the area go find one that suits your budget but forcing this crap on the tax paying citizens in the guise of help is absurd.

I would never begrudge a hungry child food. But this “Non Profit” “Unity Council” crap is anything but about unifying people. It is as segregationist as anything you’ve ever seen.
Explain to me, please… Why do we pay the MSUSD to provide early-pre-school, late-after-school, pre-kindergarden… all of which are simply babysitting services…AND provide three meals a day to those students who “say” they can’t afford to feed their own brood at home, AND then the schools send “leftover” food supplies home with them to feed the family on weekends… AND, our taxes subsidize the on-campus day-care providers!
But NO ONE is going to tell Head Start or the Fruitvale Neighborhood Unity Council that Concord schools already provide this service… OR no one is going to tell MDUSD to STOP, and let Head Start take on the burden of over-reaching immigration and breeding issues.
JUST WATCH… MDUSD is wanting another School Bond…to fix all the stuff they supposedly spent the last $600,000,000.00 on “fixing problems” since 2010 ~~~ SIX HUNDRED MILLION in 15 years!…. … ASBESTOS? Still? REALLY?

is causing me to have PTSD type FLASHBACKS to the Oakland Housing Authority, etc coming to Concord about 20 years ago to TELL US HOW, WHAT, WHERE we HAD TO build out the City and the Base in order to meet Oakland’s impression of the WELFARE STATE’s vision for AGENDA 21…which has now morphed into AGENDA 30!!

You are encouraged to do some research on your own. For instance. Do a Google street view drive around “The Fruitvale”… EVERY residence how has Heavy Iron fences…heavy iron bar windows in residence and businesses.
For any who may have known the Fruitvale area 50 years ago, you might remember window shopping, and walking from bookstore to theater and then to the ice cream parlor, on warm summer date nights. I do! The Fruitvale was very popular…and safe!
