The Contra Costa County Board of Supervisors is expected to once again extend its local emergency declaration on homelessness when it meets Tuesday in Martinez. The declaration, which was originally approved by the Board on Nov. 16, 1999, has been renewed repeatedly over the years and was most recently extended on May 12, 2026. Tuesday’s agenda calls for the emergency action to continue once again, with County officials citing the ongoing issue of homelessness throughout Contra Costa County.
The item is listed on the Board’s consent calendar, meaning it is expected to be approved along with other routine business unless a supervisor requests a separate discussion. The extension itself does not include new funding or policy changes. Instead, it continues the County’s longstanding emergency declaration, allowing officials to maintain programs and administrative actions related to addressing homelessness. According to the agenda, there is no fiscal impact associated with the action. The vote comes just weeks after Contra Costa County released its latest Point-in-Time Count, which found 2,260 people experiencing homelessness countywide, highlighting the continued challenges local officials face despite decades of emergency status.
If only there was an effective solution to the homeless problem. I’ve accepted the fact that some people will always fall through the cracks, and as a Christian my compassion is leading to compassion fatigue.

Everyone should be complaining …. always the legal legitimate taxpayer footing the bill for even those that don’t want to be “un-homeless”. …and…. Newsom having us choke down another 8%+ tax increase to fund his medical handouts

The declaration is basically meaningless. They will “maintain programs and administrative actions related to addressing homelessness”. No goals or measurements to indicate success. Hope they patted themselves on the back afterward.
This is BS! stop virtue signaling and clean it up once and for all. It is not that hard. 1st step clean up trash and decay left by said homeless using containers and making as many trips until ALL trash is properly disposed of. 2nd step relocate said homeless into a facility call it what you will that doesn’t matter just get them off the streets and away from society. 3rd step get said homeless the help required for their situation they don’t have a choice in the matter. 4th step is time for them to start paying back society, get them in their own place, employed and making money to start contributing to society. If they don’t want the assistance then jail their behinds it’s that simple. This would do away with endless money dumps and grabs to “clean up” the homeless problem. The answer is so simple that they will never do it because it is like all other social grifts!
Your proposal lists goals without funding and includes forced incarceration. I propose a camp with a fence that would contain farms for growing their food, some kind of light manufacturing (assembling cell phones, clothing, the work children do overseas, et al) and mental health facilities It would require up front funding and incarceration also but the end goal of being self-sustaining. If the they don’t work they get porridge to eat. If they are productive they eat better food. It’s idealistic and I don’t know how practical it would be.
