Californians could soon pay more for health insurance and certain digital software purchases after Gov. Gavin Newsom signed the state’s new budget, which includes two tax-related measures expected to take effect next year. According to The California Post, the budget extends a tax on health care providers that is expected to generate about $2 billion annually to help fund Medi-Cal. Insurance companies could pass those costs on to consumers, with estimates suggesting premiums could increase by roughly $100 per year for an individual and about $400 annually for a family of four.
The budget also changes how many digital software products are taxed by classifying certain “prewritten” software as taxable personal property. That means purchases or downloads of software such as Adobe products, Slack, TurboTax and some artificial intelligence tools could now be subject to California’s sales tax, depending on the type of transaction. The software tax is projected to generate approximately $900 million per year. California’s statewide base sales tax rate is 7.25%, although local taxes can push the total rate to nearly 12% in some cities.
Republican lawmakers criticized the budget, arguing it increases costs for residents and businesses. The California Taxpayers Association called the package “the largest tax increase in state history.” Newsom’s administration defended the measures, arguing they were necessary to offset reduced federal funding. The governor’s office has blamed actions by the Trump administration for creating the budget shortfall that prompted the changes.

I voted for Steve Hilton in the primary and currently plan on voting for him in the general election, but unfortunately, former HHS Secretary Xavier Becerra will be the next Governor of California. The June primary had the highest voter turnout for a midterm primary in California since 1998, with 40.8% voter turnout. In the race for Governor of California, the 24 Democrats captured 61.9% of the vote, the 12 Republicans captured 36.2% of the vote, the 1 Libertarian captured 0.1% of the vote, the 1 Peace & Freedom captured 0.6% of the vote, and the 23 No Party Preferences captured 1.2% of the vote. The primary election results have shown us that this will be a normal election year in California and that the majority of California voters don’t want any Republican anywhere near a statewide elected office.
That is a no brainer, but even in the oddest of chances sanity prevails in this state, the legislature will still legislate in favor of the unions and illegal aliens. I like Steve, I liked him the first time I saw him, but in this state? I see no chance, even against a blur like becerra. It’s the voters….

The tax on software was not surprising though. When the dot-com boom began California decided downloadable software would not be taxed. Many other states followed suit but over time they added tax on software downloads. As far a I recall the packaged shelf software was always subject to sales tax.
