Caltrans has released a new Bay Area Transit Needs Assessment to help guide investments in transit-supportive infrastructure across the region’s state highway network. The assessment, released by Caltrans District 4, identifies locations where improvements such as bus-only lanes, safer crosswalks, and enhanced bicycle and pedestrian facilities could improve transit access and reliability. According to transport officials, it accompanies the Caltrans Bay Area Transit Plan, completed in 2025, which outlines the agency’s vision, goals, and strategies for supporting public transportation. According to Caltrans, the plan is the state’s first district-level transit plan is intended to serve as a model for regional transit planning in California. Together, the plan and assessment are designed to help expand transit access, increase ridership, and improve safety and mobility across the nine-county Bay Area. The assessment comes with an interactive online map that highlights locations where improvements could make transit easier and more accessible. The map can be found AT THIS LINK.

They already have them – a captain (I think that was his rank) came over to my area about 2 yrs ago to discuss some eucalyptus tree fire hazards with me – he drove up in a bright red Rivian with all the fancy lettering on it.
Guess I’d need some real details to comment fully on a CalTrans plan …. hope it’s better than BART’s 🙁
The article says it all, “The assessment, released by Caltrans District 4, identifies locations where improvements such as bus-only lanes, safer crosswalks, and enhanced bicycle and pedestrian facilities could improve transit access and reliability.” WE CAN EXPECT VEHICLE TRAFFIC TO GET WORSE, WHILE CALTRANS SPENDS MORE MONEY ON THE TYPES OF TRANSPORTATION THAT PEOPLE DON’T USE!!! CALTRANS IS EVEN BEING HONEST ABOUT IT, BY STATING IT “COULD” IMPROVE TRANSIT ACCESS AND RELIABILITY, NOT “WOULD” IMPROVE TRANSIT ACCESS AND RELIABILITY. HOW MANY MORE MILLIONS OR BILLIONS IS THE STATE OF CALIFORNIA GOING TO WASTE TO ENGAGE IN ATTEMPTED BEHAVIOR MODIFICATION AND SOCIAL ENGINEERING, WHICH HASN’T YET WORKED!!!!

My career had intersected with Caltrans on multiple occasions over the decades. Caltrans is the most bloated, intractable, inefficient bureaucracy in Sacramento, bar none. Caltrans is the worst.
I was curious and I followed the link. As far as I can tell from the map, nothing can improve traffic on Ygnacio or Treat. So, folks, prepare to spend more time in the traffic, as Concord bends over backward to add more high-density housing.

This isn’t about “improving traffic,” it’s about “transit improvement priorities.” Transit improvement priorities = walking, biking, buses, and BART. It’s all about getting people out of their cars.
