A former Pleasant Hill Tourism Improvement District employee is facing felony embezzlement and commercial bribery charges following a year-long investigation into an alleged scheme that resulted in approximately $55,000 in losses. The investigation began in July 2025 after the City of Pleasant Hill received a report from a contracted company regarding possible fraud involving Sibongile Viola Ncube, the former vice president of sales and marketing for the Tourism Improvement District. Pleasant Hill Police allege Ncube overcharged invoices and bills paid by the district and received unauthorized monetary kickbacks. Investigators say the activity occurred between September 2022 and July 2025. Police later requested assistance from the Contra Costa County District Attorney’s Office, which conducted a forensic review of bank statements and other financial records. On July 24, the District Attorney’s Office filed two felony charges against Ncube: commercial bribery and grand theft embezzlement. Ncube is scheduled to be arraigned later this month.
