A Google search shows it to be associated with the DEA.

@FRED – Actually, it does work that way. Numerous federal agencies have set up what appear to be private companies that are the registered owners of aircraft that the agencies operate. In this case the helicopter that was circling this area is registered to Lindsey Aviation Services which is one of the shell companies that the US DEA uses.
