Gov. Newsom Signs Bills Meant To Crack Down On Catalytic Converter Theft

Gov. Gavin Newsom’s office announced Newsom has signed two bills aimed at cracking down on catalytic converter theft.

AB 1740 by Assemblymember Al Muratsuchi (D-Torrance) will require catalytic converter recyclers to include additional information in the written record, including the year, make, and model of the vehicle from which the catalytic converter was removed and a copy of the title of the vehicle from which the catalytic converter was removed.

The law would also prohibit recyclers from buying catalytic converters from someone other than a commercial enterprise or the vehicle’s owner.

SB 1087 by Sen. Lena Gonzalez (D-Long Beach) would prohibit people from buying a used catalytic converter from anybody other than certain specified sellers, including an automobile dismantler, an automotive repair dealer, or someone with documentation proving they’re the lawful owner of the catalytic converter.

They’ll still steal them, the middle men will still buy them, then they’ll go sell them in another state like Oregon, Nevada, or Arizona. This won’t do much at all.

It’s a significant hurdle. If I’m withdrawing from heroin and I need cash now – having to sell something out of state which requires packaging, shipping and waiting doesn’t solve my immediate problem.

Get other states to follow along and this problem will be a thing of the past.

Prohibiting recyclers, and people from buying used cats from anybody other than specific sellers is a great law, because we all know crooks always follow the law.
Sometimes I think if these lawmakers had a brain, they’d take it out and play with it.

More laws and regulations for the legal recyclers to follow but does nothing to further punish the actual criminals. Just like the onerous gun laws they like to pass. Big hat, no cattle! Maybe someday the voters will actually wake up to the nonsense these clowns spew and vote accordingly. One can hope!

Adressing the root of the problem is not his concern.

Keeping his name in they public eye with nonsense like this is his goal.

They must know who is buying the converters why don’t they just bust them. If the penalty is big enough they won’t be stealing them.

Require automobile manufacturers to weld them in with a protective cover that’s very difficult to remove.

Worked in LE and was taking theft reports for this multiple times a month way back in 2012!

Thankfully state government and our Governor are on the ball and quick to curtail this! Hahaha

We caught a cat converter thief years ago, drug him out from under the vehicle and as he sat up threatened us with a sharp weapon in our opinion. What happened next we won’t say but he lost the use of a hand probably for life. The cops were not called and justice in our opinion was served swiftly.
Trespassing, stealing and threatening showing a weapon was a clear and present danger.

It was never legal to buy a used cat and put it on your car.No shop will install it,they could lose their shop license,it is against state and federal law.They only time someone buys a used cat is for the metals,there is no such thing as buying a used cat to have installed on your car.
They are down playing the reason for theft,it’s all for the metals,and all the metals go to Mexico.Fact.

I know shops that will install used cars as well as removing them for certain customers.
I’ve been to a few swap meets/flea markets and seen em for sale.
Nothing is illegal nowdays unless you get caught and even then a slap in the hand.

Not illegal to remove.Once you have it your hands,now it’s a different story,when you go to a reputable recycling yard.I got a used cat welded on at a welding shop a few years ago.They were not mechanics or BAR certified,they would just weld 2 pieces of metal together for you if you brought it to them.
I bought the cat at a wrecking yard and cut it off myself and the receipt said they sold it to me as a core.
Loopholes.
