The following information is from the Concord Police Department:
On 04-29-2024, the Concord Police Department Special Victims Unit (SVU) arrested 41-year-old Chi Ngoc Vu for multiple counts of sexual assault. Vu is the owner of “Chi Hair Salon” located at 4701 Clayton Rd. in Concord. The sexual assaults occurred inside of the hair salon business.
The case was presented to the District Attorney’s Office who filed the following charges against Vu:
PC 261(a)(2) – Forcible Rape
PC 261.5(d) – Unlawful Sexual Intercourse
PC 287(c)(2)(C) – Forcible Oral Copulation
PC 287(b)(2) – Oral Copulation of Minor Under 16
Two Counts of PC 288(c)(1) – Lewd Acts on a Child
Vu remains in custody on $275,000 bail. The Concord Police Department has reason to believe that Vu may have victimized others.

Concord PD needs to release the mug shot of Concord SERIAL rapist, kidnapper, and face breaker.. who has stolen the Master Key for Glenbrook elementary from one of several victims! They are well aware that he has FAR more victims then they would like to admit to failing to prevent. Most victims who provided contact information were somehow lost by police, Or they would incorrectly list their address as the same as panda express’, muted body cams & the works, exemplifying their poor work (at the public’s HIGH expense!). Therefore if interested in protecting the public one would think they would DEFINITELY post his mug shot, especially considering they claim to have LOST many of the reporting victims contact information. The man is a brutally violent registered sex offender who was striking (at minimum) almost EVERY month in 2022 until my 3 minute public comment at the city council meeting on 9-27-22. The Police chief backed out of his schedule presentation at this meeting, not wanting to follow my comment. Please don’t take my word for it, I encourage people go to the city of Concord website & click media for this council meeting to see it for themselves. Directly prior to the council meeting 2 police officers reported to the civic center park to tell small Children they COULD NOT PLAY catch with a football at the park!! ALL TRUE STORIES!!!
