Contra Costa Board Of Supervisors Endorses Tentative District Map

The new Contra Costa County supervisorial district map will likely move Diablo, Blackhawk and the Camino Tassajara area from District 3 Supervisor Diane Burgis’ purview to that of District 2 Supervisor Candace Andersen.

With one more public hearing scheduled before making a final decision, the board Tuesday unanimously endorsed a tentative map expanding Anderson’s reach to the east, placing the three Tri-Valley communities into the same district as Danville and San Ramon – cities with which they’re already largely associated based on geography and demographics.

Political districts get re-drawn every ten years, after the census results are released. The 2020 Census showed Contra Costa County growing by 11.35 percent since 2010, from 1,049,025 in 2010 to 1,168,064 residents in 2020.

The biggest gain was in Burgis’ District 3, with an additional 36,560 residents, an area covering much of Antioch, Oakley, Brentwood, and unincorporated East County.

The least amount of growth occurred in supervisor Karen Mitchoff’s District 4 (10,442 residents), an area covering Concord, Walnut Creek, Pleasant Hill and Clayton.

The goal is to create districts as equal in population as possible, while meeting all federal and state legal guidelines, such as respecting geographic integrity of an area, or a census-designated place, or local community of interest.

Under the new plan, all of Pinole would be in supervisor John Gioia’s District 1. Pittsburg’s Tuscany Meadows moves to supervisor Federal Glover’s District 5, with Antioch split at Somersville Road and Auto Center Drive, up Railroad.

Morgan Territory Road area inside the Mt. Diablo School District would move to District 4. Concord would be split at the former railroad right-of-way and highways 4 and 242. District 2 would now extend through Tilden Park, almost to Kensington. Walnut Creek would split between districts 4 and 2 at Highway 24 and Interstate 680.

The Saranap and Castle Hill areas would be in District 2.

The board will hold one more public hearing Nov. 23, before voting on a final map the same day. The state deadline for redistricting is Dec. 15.

We need to gerrymander Clayton to connect to either Pittsburg or Brentwood. They’re nice folks and everything, but they’re just not Central County material. And Danville doesn’t want ’em.

You are correct, Karen Mitchoff isn’t a nice person, she’s a horrible person and a monster in the way she treats the public.

I don’t know where you wanted them to force Mitchoff out to, but she’s supposed to retire in 2022, which is why Concord City Councilman Edi Birsan announced his candidacy to replace her.

Split actually makes sense the Diablo Blackhawk and tassajara are all United with Danville and Candice Anderson. They really fit well and are similar. It was crazy before to have them hooked up with Pittsburg and Antioch.

I know the Supreme Court ruled that variance up to 10% may be allowed, but it seems like they are playing games with a variance of 9.77%. I think they need to move the boundaries to bring the population in each district to equalize the distribution.

Those were absolutely horrible decisions made by the US Supreme Court in the 1960’s that overturned 175+ years of precedence and shifted political power to big cities and metropolitan population centers while ignoring long existing geographical boundaries. This is a much bigger problem when it comes to state legislative districts and US House seats than it is County Supervisor districts, but it’s still a problem. These two decisions need to be reversed on decision or overturned with the passage of a constitutional amendment.

We need to put an end to the “waterfront district” carved out especially for Federal Glover.

Federal Glover does NOT care about his constituents. It’s easier to talk with the President of the US than Federal Glover. He takes his large salary, answers to no one and helps no one. Can’t wait till he steps down or is up for reelection.

“The least amount of (population) growth occurred in Karen Mitchoff’s district 4..” yet 5 adjoining neighborhoods in N. Concord are being removed to district 5. It doesn’t make sense. Cities are not supposed to be split up especially since we lost population in district 4. Why wouldn’t Concord and these communities be left alone?
