City Of Concord Continues Redistricting Process – Asks For Feedback From Public

The City of Concord will continue its redistricting process at a public hearing on Monday, Jan. 10, 2022 at 7 p.m., when the City Council will receive an update about how the process is going, receive public input, and provide initial direction to the demographer on the composition of the draft maps.

The City is interested in receiving feedback regarding “communities of interest” – populations with common social or economic interests that should be in a single district for fair and effective representation. Feedback can be provided verbally or via email through public comment at the meeting, or through a “community of interest” form located on the City’s Redistricting website.

Local governments use new data from the U.S. Census to consider whether there is a need to redraw district lines, with the goal being to have each district substantially equal in population. The final map will determine how residents elect their Councilmembers for the next decade.

Concord first drew the boundaries for its five districts with community input and adopted them in early 2018. Now that the City has new demographic data from the 2020 Census, the City Council must publicly review these boundaries and consider whether to adjust them. State law requires cities and counties to engage communities in the redistricting process by holding public hearings and doing public outreach.

Following the first public hearing in November, the City hosted two workshops to provide detailed information about how to use the mapping tools and provide feedback.

Gee, “communities of interest” in “a single district”….. That sure sounds like redlining and racism to me! I thought for the last 70 years the country is working at integrating everything, now you want to split people up again to different areas? I can’t believe my ears! What changed?

When they want to hear from “communities of interest” you know they are headed in the wrong direction. We are supposed to be one, not communities of interest.

I agree, those only interested in welfare or section 8 need to be separated from actual Working citizens.

You do know that many that receive section 8 are working, right. Section 8 is for help with housing costs, if you are handicapped, working, but not making enough to afford housing in this expensive area. I prefer help be given to those who help themselves, which means working people, and of course handicapped, since they have no control over their handicap.

The people you speak of are a very small percentage.
These programs are highly abused & Everyone knows it.

But, hey……governments don’t care because it’s only our money.

True, those that Hanne mentioned are in a very small percentage. The bulk are dysfunctional lazy people, abusers of the system, that bring a lot of adverse conditions into a community. I actually wouldn’t mind having them separated away to prey on each other.

They are going to make the new boundary from Monument Blvd. to Willow Pass Rd. from Galindo St. to Hwy 242.And this district will get the most representative and monetary support.

What do you mean by monetary support ? You mean build new bridges and over passes out of town cause yes the congestion is unbearable here now as is.

Those activist plaintiffs that are touring California and suing cities into amending their charters are anti-democracy at best, and more likely hell bent on Balkanizing the state into little race-defined fiefdoms.

In the case of Concord, I found it insulting to suggest that our at large city council elections somehow disenfranchised the large Hispanic population that has made Concord home in recent decades. They have the numbers. Maybe they could sway council elections for the ENTIRE city? But this new system can cut both ways. Now the Monument/North Concord folks have been ghettoized into their own special districts. Isolated from effecting council elections across the whole of Concord. Maybe that’s the idea? Guarantee a Hispanic councilmember. But that same remedy will also probably guarantee a couple white soccer moms from East Concord. Whether or not that arrangement is a good idea or not, I find it a lower grade of democracy from the previous system, and definitely corrosive to civic unity. I’m not sure who’s actually winning here, the social justice crowd or the old guard conservatives.

Five smaller districts with plurality voting is just as egregious as one citywide district where plurality voting produces no majority winner but just puppets of special interests (garbage, cops, lawyers, developers) which is really what “community of interests” turns into. Single winner districts by plurality voting are gerrymandered to carve out voter strength by isolating pockets of minorities or class to create safe districts for the majority toadies. The court order for district elections was misguided, as is plurality voting. Return to one citywide district elected by preference voting so all interests, regardless of how the city fathers attempt to Balkanizes the electorate, can join to vote for multiple candidates of their choice who might best represent them instead of maybe just one.

… they can ask for feedback to make it look good from a PR perspective… but they won’t do anything with the input – all the cities do what they want anyway

If they have to institute everything in our lives then they can begin by the booming online educational system. EVERYONE needs driver refresher courses in order to retain their driver privileges. I cannot tell you on a daily 24/7 basis the number of vehicle code violations. IN PARTICULAR HERE !!!
