State Reparations Task Force To Recommend “Down Payments” For Slavery, Racism

The California Reparations Task Force published documents this week indicating it plans to recommend the state apologize for racism and slavery and consider “down payments” of varying amounts to eligible African American residents.

The documents, numbering more than 500 pages, do not contain an overall price tag for reparations, but they do include ways the state could calculate how much money African Americans in California have lost since 1850, when the state was established, through today due to certain government practices.

The loss calculations would vary depending on type of racial harm and how long a person has lived in California.

The loss estimates range from $2,300 per person per year of residence for the over-policing of Black communities, to $77,000 total per person for Black-owned business losses and devaluations over the years.

The state-appointed task force faces a July 1 deadline to make reparations recommendations to the Legislature and Gov. Gavin Newsom. Task force leaders have said they expect the Legislature to come up with actual reparations amounts.

The task force also is recommending a variety of policy changes to counteract discrimination.

“It is critical that we compensate, but not just compensate. We also need to evaluate policy that continues to hold us back,” said Monica Montgomery Steppe, a San Diego city council member who is on the task force. She spoke at a “listening session” in San Diego Saturday.

Who would get reparations?

The task force documents discuss two kinds of reparations: those arising from particular instances of discrimination or harm that require an individual to file a claim, and those that involve distributing money or benefits to all eligible Black Californians for racial harm the entire community experienced.

A recent example of an individual claim was Bruce’s Beach, a beachfront property and resort that the city of Manhattan Beach seized from a Black family nearly 100 years ago. Recently, partly because of the task force, government leaders returned the land deed to descendants of the Bruce family, who re-sold it to Los Angeles County for $20 million.

It is one of the few times a Black family was restored property taken by a local government.

Eligibility for reparations continues to be a controversy. The task force in March 2022 voted to limit potential compensation to descendants of free and enslaved Black people who were in the United States in the 19th century. The group narrowly rejected a proposal to include all Black people, including recent immigrants, regardless of lineage.

Everyone in the eligible class should be compensated, the task force report says, even if they can’t prove they suffered a specific harm.

“The State of California created laws and policies discriminating against and subjugating free and enslaved African Americans and their descendants,” the report says. “In doing so, these discriminatory policies made no distinctions between these individuals; the compensatory remedy must do the same.”

The final report, much like the task force’s previous interim report, lays out the history of systemic racism and ongoing injustices in California.

Costs of racial damage

The latest batch of documents also urges that eligible people be compensated in cash, sooner rather than later. The records instruct the Legislature to begin with “down payments” rather than waiting for full loss calculations.

The final report suggests dollar figures for certain categories of racial damage:

-For mass incarceration and the over-policing of Black communities, it estimates a loss per person of $115,260, or $2,352 for each year they lived in California from 1971 to 2020, corresponding to the national War on Drugs;
-For housing discrimination, it offers two methods of loss calculation. One method based on gaps between Black and white “housing wealth” would peg losses at $145,847 per person. The other method, based on governments’ “redlining” history, including discriminatory lending and zoning, would calculate Black residents’ losses at $148,099 per person — or $3,366 for each year they lived in California from 1933 to 1977; and
-For injustices and discrimination in health, it estimates $13,619 per person for each year lived in California, or $966,921 total for someone living about 71 years — the average life expectancy of Black residents in California in 2021.

The reparations program would be overseen by a new state agency that would determine eligibility and distribute funds, the report says. The agency also would be responsible for helping individuals document and provide evidence for specific injustices.

Eligible Black residents should not expect cash payments anytime soon. The state Legislature and Newsom will decide whether any reparations are paid, and it’s unclear what they will do with the task force recommendations.

“This is the time where we really need the voice of the public,” said Khansa T. Jones-Muhammad, also known as Friday Jones, a member of Los Angeles’ reparations advisory commission. “This is the time to get your churches together. This is the time to get your school boards together.”

Jones made the comments during the listening session in San Diego.

Non-cash reparations

Some task force members have been dismayed at the amount of attention paid to the dollar figures under discussion. The final report provides dozens of policy recommendations aimed at preventing further discrimination and harm against Black residents.

“The biggest fight is implementation of all these recommendations,” Montgomery Steppe said. “After the task force issues its final report, those recommendations need strong support in California’s Legislature and the government. It will take all hands on deck to ensure we push for a policy change from our state legislature.”

The task force is scheduled to meet again at 9 a.m. Saturday at Lisser Hall at Northeastern University, 5000 MacArthur Blvd., in Oakland. The meeting will be live streamed at https://oag.ca.gov/ab3121.

Because for the most part, the Chinese, Japanese, Filipinos, Vietnamese, Koreans, Laotians, and Cambodians have gotten on with their lives? African Americans seem to be the only minority group that “need” reparations.

Perhaps start reparations by liquidating every single asset of every “representative” who supports paying these monies to buy votes. I am sure, because it is so important, Monica Montgomery Steppe will gladly forfeit every dime to her name to aid in pacifying this group (by pacify, I mean they will stop their griping for roughly 19 weeks, and then start pushing for the next reparation payment “owed” to them). gavvy’s assets ought to help bring a smile to a few reparations grifters; his millions may even pay off 3 or 4 of them. Little o said people need “skin in the game,” so all these people wanting to give reparations need to put their money where their mouths are, and pony up their own money, instead of promising to pay Peter with every other Paul’s money.

When this initiative which should have the credibility of a Bugs Bunny cartoon can get this far, something’s up. I suspect there is is more to this than a money grab. Perhaps there is a PowerPoint presentation somewhere showing this great step forward in social division sets up achieving some goal, and the next slide we can’t see may have something even more outrageous.

I never defended England against the Romans, and no present-day Italian was part of the invasion fleet, but why should that prevent me from demanding reparations? Wrongs were done, and the way to right those wrongs is by giving me free money.

I’m all for it, as long as it’s only registered Democrats who pay for it. After all, it’s their idea, and it was the Dems that were for slavery, the Republicans fought against it. Let’s not forget, Jefferson Davis was the President of the Confederacy, and he was a Democrat, so was General Robert E. Lee.
Historically, it has always been the Dems that believe other races are inferior to Whites. Andrew Jackson, (Dem) and Grover Cleveland, (Dem) were responsible for putting American Indians on reservations, and it was Calvin Coolidge, a Republican, who signed the Indian Citizenship Act, granting American Indians citizenship, and it was Franklin D Roosevelt, (Dem) who placed American Japanese in internment camps. The demeaning way the Dems have been treating other races has a long history, why should anybody who is not a registered Democrat bear any responsibility?

The people that pay should be the descendants of the people that did the wrong. My family linage dates to the 1920, all the wrongs had already been committed so none of my taxes should pay into this. Hey, how about taking all the political donations received by our lovely politicians and political campaigns and give that away.

Why am I paying for something that I did not do? Why should I pay someone based on the color of their skin and their perceived version of what racism is? Anything based on the color of skin is discrimination!

California was admitted in 1850 as a free state. Some Californians broke the law and had slaves .and now your argument is that because some Californians broke the law 173 years ago, that the current white inhabitants need to pay for it? I will fight that … I will watch the Supreme Court make judgement on it. Kinda like SF failed attempt to lay reparations (such a woke word) … we don’t see it there.

2- California was a union state
3- The Civil War didn’t go further west than New Mexico
4- There were VERY FEW African Americans here before WWII
5- No Jim Crow laws here

I wonder how much money the “non-partison🤣committees” and “non-😁-profits” will have been able to launder back to the Dem Party by the time they figure out who is actually a descendant, and who is not… or which might actually be descendants of black slave owners and traders. hmmmm Will the millions of blacks who have migrated here of their own accord, since the Civil War, also get a reward “depending only on skin color?”

Gee, the Japanese got a measly $20,000 in reparations for being forced into concentration camps during WWII. They actually lived through the experience of discrimination, loss of property and loss of possessions, having to sell off what they had at rock-bottom prices to those who took advantage of their circumstances. They were incarcerated for their race, not because they committed any crime. Once the Japanese were freed from camps, they worked hard to reestablish themselves and became productive citizens even though they still faced discrimination. With that being said, if Black individuals are paid reparations for having ancestors who were enslaved, would it not be logical reasoning to think that all people of Japanese descent who had family incarcerated in concentration camps should be eligible for reparations also? Because that is the premise being used for reparations for Blacks. If there still remained people who actually suffered through slavery, I would say by all means compensate them. But to think that by virtue of the color of one’s skin they are owed money, that is quite another thing.

Between 1492 and 1900 an estimated 12 million (12,000,000) Native Americans were killed in the westward movement in the United States; half of the entire population. Up to 16,000 Native Americans were killed right here in California.

The Civil Rights Act of 1866 made Blacks US Citizens and in 1870 with the passage of the 15th Amendment grated suffrage.

Native Americans on the other hand were made Citizenship in 1924. Suffrage was not fully granted until 1954 because some States barred Native Americans from voting.

How do you think the genocide and suffering of Native Americans compares?

I can’t imagine a more demeaning plan. “Here dark skinned people, can we please buy your food favor. And by that we mean your votes. We are hoping more dark skinned people, (no, not culturally black… dark skinned) move to our state. We are going to put money and time into changing behavior moving forward. We just want to get in now while it is strategic for us.)

What we seem to forget is we the people created the government to protect our natural god given rights and granted them their powers and we the people can take them away. We the people are the boss not government. Please stand strong against this tyrannical government that wants to enslave us all. Knowledge is power and we have been lied too and led down a path of deception. Read and learn the bill of rights. They are using a different definition of our English language. Dont understand overstand you dont want to give them power to stand over you. PLEASE take the time to look up the true definitions of the words you think you know. Use Blacks Dictionary to find the true meaning of the words you use. Those who do not exercise there rights have no rights.

Submit a legitimate W-2 form, with verified filed tax return, and California will match your wages. Easy. Free money. What could be easier. Get it while it’s hot.
My guess, is California will pay out zero.

More Whites were enslaved by the Barbary slave trade than blacks by Whites. Whites outlawed the practice of slavery, blacks still practice it in Africa and have open air slave markets.
