A 22-year-old Concord man who has two convictions for false imprisonment, two convictions for sexual battery, and one conviction for willful cruelty to child within the past year has been released from the Contra Costa County jail, according to court records.

Rafael Mendoza-Reyes was previously arrested in June of 2022 after police say he sexually assaulted an Alamo woman who was gardening in her front yard. He was convicted of sexual battery, false imprisonment and willful cruelty to a child in October, and released on probation after serving about four months in jail, according court records.

Then, in early December of 2022, Concord police say Mendoza-Reyes allegedly sexually assaulted and attempted to kidnap a woman who was walking on Minert Rd., near Oak Grove Rd.

The following day, police say the suspect returned and allegedly sexually assaulted another woman who was walking in the same area.

Concord Police were able to get a license plate number of the suspect’s car, which eventually led them to his home in Concord.

Later that day, Detectives arrested 22-year-old Rafael Mendoza-Reyes.

Mendoza-Reyes was originally charged with four felonies and two misdemeanors, but pleaded guilty to false imprisonment and sexual battery by restraint on April 27, and was released from jail last Thursday, according to court records.

He’s currently on probation, and was ordered to attend a 52 week mental health program.

Back on our streets in short order, charges reduced, plea bargain , to save cost of a trial.

Why not send a clear and concise message to citizens of CoCo county,
rip out front Jail doors and replace them with a revolving door.

This is what you liberal fools get when you keep voting for Democrats. The police do the best job they can, only to have a liberal DA and liberal judge release them back into our community, so they can inflect more harm on innocent people.
What ever happened to the three strikes law? This useless piece of ca-ca should be spending a minimum of 20 years behind bars. Then after his release, if he is in the country illegally, he should be turned over to ICE and deported.

Do we know what the maximum sentence is for this kind of conviction? Jury trial or bench trial? Plea or conviction? Who was the judge? There are lots of moving parts. You can’t blame it all on Becton.

What about the 9 dead at an Orinda party and Becton isnt doing anything.
The DA and libs in the swamp are to blame along with the people that voted for all this crap.

It shows how long he was incarcerated but I don’t see how long his sentence was suppose to be

Chris – both times his sentence was basically double what he served, but then he got credit for time served, and credit for good behavior, so they released him when they sentenced him. So both times he was sentenced to 8 months, but was released for time served after four months.

Would be interesting to know what jail population was to see if jail overcrowding contributed to release.
Don’t know where to find info daily jail population, how many convicted felons serving time length of sentences. If anyone knows please post URL.

AB-109 changed where a sentenced convicted felon serves time for sentences over 367 days.
Sentences can now be served at county level instead of state prison reducing number of beds available.

The DA and Judges are keeping us prisoners in our homes and giving the criminals the freedom to terrorize the law abiding taxpayers.

I expect this kind of thing out of that idiot George Gascon. I was hoping, obviously naively, we wouldn’t see the same level of non justice in NorCal. I sit corrected.
He’s obviously related to someone who holds office.
As far as being released early for good behavior: Its likely easy to achieve good behavior in jail where there aren’t any children for him to molest. But hey, he has his rights, right?
Sadly, another unsuspecting family will be the Guinea pigs for this experiment, and the results will be tragic, yet again. Insanity.
