City Of Concord Partners With Monument Impact To Offer 120 Families Guaranteed Income

The nonprofit Monument Impact on Thursday kicked off the city of Concord’s first guaranteed income program called ELEVATE Concord, in partnership with and funded by the city.

Monument Impact, which is based on Concord, selected 120 families living on modest incomes to participate, many of whom are renters of color.

Each family will receive $500 each month in direct, unrestricted cash assistance for one year to help cover necessities like rent, food, utilities and whatever is important to sustain their families and build financial security.

The families received their first payment this month. Monument Impact said in a statement that it’s in “a unique position to administer the program due to our long-held trust in the community.”

“Independent, peer-reviewed academic research demonstrates that families who receive cash support via guaranteed income use it on food, utilities, transportation and other essential needs,” Monument Impact said in the statement. “These families also benefit from improved financial, physical and emotional health, with the ability to build up savings, along with a decrease in anxiety and depression.”

Concord joins a number of other Northern California municipalities offering guaranteed income programs, including Marin County, San Francisco and Stockton.

To evaluate project outcomes, Monument Impact is partnering with Dr. Rosa Maria Sternberg, an assistant adjunct professor at University of California, San Francisco.

Monument Impact said, “Now is the time for private donors and policymakers to act. Monument Impact received more applications than we had funding for, signaling the need for investment from private philanthropy and policymakers. ELEVATE Concord aims to inspire more investment in other programs that center racial and economic equity.”

I would never donate to a group that gives out a gauranteed income to someone who is not putting in effort. I would also not be willing to support someone who is using to build up their savings by decreasing mine, nor would I support this money going to an illegal alien.

Such dependents inslaves the people who recieve the money.

Hair extensions, nails and cigarettes do not qualify as basic goods and medical care. And boosting the economy from donated money is an equal process, you spend your money one place or the other (fools argument). Do you really believe it is actually helping someone up? There has been programs for my entire life set to help people up and I am just guessing here (do your own research “not headline research”) but the overwhelming majority use this as a crutch not a leg up.

Would be interested in commonalities of recipients level of education (last grade completed), list of proficient job skills, number of children. Could well be there are more than a few things the families have in common.

I hope they are not giving money to employable people. $500 is not going to allow someone to save money. This will help the 125 families but is not a sustainable idea. Sort of strange

I didn’t say what the outcome will be but I doubt there will be learning skills and tuition. It would be interesting to know what sort of family situations are receiving the money.

Giving people money that have shown they can’t manage money is foolishness. My first question would be “why are you living in literally one of the most expensive places in the US?” Since they are clearly underemployed, why not move to an affordable city in another state and actually IMPROVE your quality of life? Staying here because this is where you’re from, or you have family here or friends, isn’t a good enough reason. Dig yourself out of the hole completely and move somewhere where you can live. You don’t have a right to live wherever you’d like, you live where you can thrive. Joe says the unemployment rate is lower than it’s ever been in recorded history, move to Elko and deliver pizzas or be a laborer there. If you’re not completely inept, you will probably have some money in savings by this time next year.

The $500 should only be accepted at U-Haul and Chevron.

I bet most of the people benefiting from this guaranteed income are Hispanics, most of whom identify as white.

The City of Concord (CA) website states the average residential income for 2023 is $85K. How many Hispanics and Caucasians living in the Monument Corridor earn as much? Probably very few.

And really now, how many black people live in Concord? Uh-huh, very few. 4.5% of Concord’s population, or 4.5K people.

So all of you Claycordians who keep trumpeting that only “POC” (code for black people) are getting this $500 monthly stipend are just plain wrong.

This is what I received from the city regarding this matter.

City dedicated a total of $1.5 million of one-time funding on this program. The funds came from the American Rescue Plan Act.
